The CBLDF is a non-profit organization that helps protect free speech in comics.
This project is one of their fund raisers. I was asked to provide an autograph card (about the size of a trading card) to be given away at the San Diego Con. A large number of creators were approached, so you can collect a whole set. My card will be available at the CBLDF and Dark Horse booths, as well as my own set up.
The original art will be displayed at the CBLDF booth, and will be available for purchase (There may be a silent auction, but I'm not sure. It could be an outright sale, with no bidding.) The original black & white artwork is about 9x10 inches.

This is just a guess, but I would say they are a "trading card" featuring artwork donated by Stan Sakai which are then sold to help raise money for the Comic Book Legal Defense Fund, a group which helps in various comic related legal cases involving censureship or obsenity charges, ownership rights, etc, etc....
Stan Sakai Donates Sketch to the CBLDF Auction at SDCC ‘09
The creator of Usagi Yojimbo, everyone’s favorite rabbit Ronin, has joined our SDCC Autograph Card/CBLDF Auction event! That’s right, the legendary Stan Sakai has donated a black-and-white sketch in support of the CBLDF’s mission of protecting the First Amendment rights of the comics community!
Usagi Yojimbo celebrates its 25th anniversary this year! To celebrate, you’ll want to get your hands on one of the limited-edition autograph cards that we will produce from Sakai’s donated sketch and distribute at SDCC this year. The original artwork will be auctioned off at SDCC ‘09 by the CBLDF on July 25th, 7 p.m., at the San Diego Convention Center. Check out the complete list of contributing publishers and creators and start practicing your samurai moves now!
These special autograph cards are free, but they are extremely limited in quantity, so make sure to visit each creator’s (and publisher’s) booth right away to get yours! TFAW folks will also be giving away complete sets on the convention floor, so look for us and our smiling faces!

Do you mean the 40th anniversary book? I pre-ordered one for myself at the discount price, I think you can directly buy them at the show for the full price...
