Are those sketch books actually signed and #ed/750 by Stan???

Yes, they are. And they also come with a little head sketch of Usagi.

I only have a couple of hundred of the first sketchbook left. I picked up the third one from the printer this week, just in time for Anthrocon.

As I wrote in another posting, the sketchbooks are mainly intended for those that are interested in the behind-the scenes type of stuff. They contain sketches, character designs, thumbnailed pages, and other steps leading up the the published story.

The main attraction of the third sketchbooks is a new 10 page story, along with its preliminary work--the initial idea source, outline, and thumbnails. The actual story will probably be reprinted in a trade somewhere down the line, with a disclaimer that it is not part of the UY continuity. There is also an unfinished 4 page "Redwall-style" story started about 10 years ago.
