Usagi has arrived in town, and goes to the local police station to collect the bandit Hosoku's bounty. Unfortunately, the Inspector he must see is out on a case, but Usagi reaches the death-scene before the Inspector does. There, he soon makes the acquaintance of Inspector Ishida who has two similar deaths on his hands, as well as Senior Inspector Ogawa. All the evidence seems to point to an avenger, that is, until a fourth murder is committed...
