That's the 25" UY Standee, a very rare item. I acquired one from Gary's CBS a couple years ago. They were sent out in highly limited quantities to dealers of UY by Mirage. We've actually had it included in the Cool UY Collectables site over at http://usagiyojimbo.com/coolstuff/
