I think he does. I’m tired of having the villains (and minor characters) die out after one to two appearances. Usagi needs more long term threats. Jei is cool, but his shtick will get tedious eventually. Lord Hikiji was always an impersonal threat. Noriko has yet to reappear. The Neko Ninja are a great subplot.
He needs a new kind of threat.

While the villains themselves have not been recurring I have appreciated that so many of the recent antagonist are all tied to the same villainous organization, the assassins guild. Makes the stand alone stories feel like they are building to something bigger.

I feel that Stan has done an excellent job of presenting us with a varied cast of characters. There have been one shot villains, and multi-story villains. There are still untold stories to be told, so who knows who we might see again. In the background has always been Lord Hikiji, and the Neko Ninja, as well as other ninja clans, and chances are good that they will return one day. So, I for one, will be pleased with each new page & chapter, no matter what or who Usagi encounters, and as long as Stan continues to tell them.
