Yes, Tomoe just needs to off that guy along with his dishonorable family name. He is in league with Noriko, Lord Sanada, and the mining operation and obviously wants Tomoe out of the picture. The marriage is most likely a back-up plan in case Tomoe survived the ambush at the "plagued" village, which he probably forsaw as high probability. No doubt he is plotting something against Noriyuki, since he is from a traitorous family line...
Notice how Tomoe's first question to Usagi was about Jotaro...it really must be eating her up to know that Usagi has a kid
Not that it really matters, because Jotaro already knows, but I wonder if it does comfort her in some way knowing that Usagi has not told him yet....Hmmm on that note I wonder how Usagi will take to the news of Tomoe's impending marriage to Ito Noren....
