You're thinking in Western terms. Remember, this is Japan in feudal times. No matter how close Tomoe and Noriyuki are, there is still a formal boundry that separates them. There could never be a heart to heart talk with one's lord.
I still haven't thought this entire story arc through. It will be a few years before it is resolve. I'm just planting the seed right now.
I doubt we'll see wedding bells anytime soon. Lets not forget that the seed was planted by one who also advised Noriyuki that Tomoe simply 'forgot' to send him a report and there was no need to send in more troops or check up on her at all.
Then when Tomoe returns with news of the plot to overtake Lord Noriyuki's lands and how she had foiled the plot AND revealed the location of a Gold Mine that can add to the Clan's wealth, she'll once again be a hero and that Advisor is gonna have to abase himself pretty darn quick to Lord Noriyuki to convince his Lord that he wasn't part of the plot at all.
That and the arranging of Marriage in Feudal Japan is insanly complex and such talks to establish a simple Betrothal can take years, then add even more time to arrange the actual marriage. Noriyuki wil have to take great care in picking Tomoe's future husband, he doesn't want one that will take advantage of Tomoe's Unique possition of his Court, she'll need a husband that's almost as loyal and devoted to him as Tomoe herself...a pretty tall order. Of course Usagi is a perfect fit to this, but he refuses to join the Clan and serve Noriyuki for reasons of honor.
I don't think Noriyuki is going to mention the idea of marriage to her quite yet but he will mull it over perhaps look around his court and see whose been giving her the eye and then make his choice.
Unfortunately, the only man who is worthy is Usagi...
Hey...what about Noriuki? Nah that's too weird. Besides it kinda of remindes me of Star Wars: Phantom Menance...with pre-teen Ani making eyes at Padme. That was just too weird IMO!

Just as a matter of interest... How far ahead do you plan the story arc's? Is Usagi's destiny already written?
