You know, I hope that in the actual series, Horikawa gets actual development and depth. So far, he's appearing like the steriotypical trecherous advisor. Remember in Issue 83 when he suggested to Noriyuki that he do nothing to try to help Tomoe? This makes me think he was hoping that she would get infected with the plague and die.

Well look at his mustache! I'm sure he can twirl it like any evil villain can.
Srsly, facial hair tells the whole story about a man's intentions.

Srsly, it looks like he's about to break out into a maniacal laugh!
Bwahahahahahaha!

Yeah, but considering that she's the superior villain, I'd love to see Noriko torture and kill Horikawa.

Ooo...super-villain team-up they rule and always go horribly, horribly wrong, cuz one invariably tries to out-fox the other!

Actually, that might sound even better.

In that regard, Mr. King Dice could give him a run for his money.
As might Dr. Watts
But Horikawa seems to have redeemed himself in Senso to a few degrees.

Ah but Senso isn't really canon. It was a fictional tale told by characters from the future.

Good point. I just hope that he ends up getting humbled in the actual series.
