I think this is a group called "Improv Everywhere". They have done some other stuff like make all the cell phones ring in a baggage check booth and have 200 people walk into a Best Buy wearing blue collared shirts and Khaki pants.

However, this is the best! It borders on artistic having so many people hold a pose for so long.
