Ah, the old TMNT game from Palladium. That was an awesome game. I still have all the books as well as some duplicates. The problem I had with it though was that you never really got enough Bio-E points to make a cool looking character. A bear would always come out looking like a Care Bear instead of a gigantic anthropomorphic bad BADWORD he should be!
I would love to get a new Usagi Roleplaying game. The old Gold Rush Games one was nice and simple but I think the instant Fuzion rules were a tad too light.
True20 would be cool. OGL would be alright too, but with Wizards moving to 4th edition, that would be a bad idea. I dont know the deal with making OGL with 4th, but as I said if someone were to use that system, they better include ALL the rules and not need the D&D Players' Handbook to play.

I think for an usagi campaign using tmnt rpg I would just write up the characters and not use the bio-e creation system. That system is actually rather neat, but usagi's realm is not really mutant based; and there isn't a huge disparity in the creatures stan has presented to us. They all have roughly the same anthropomorphic level.
The palladium system is very open ended. As you know, its pretty much a % based skill system, and then a rather simple give and take combat system that I've found has some rather nice natural results for hand-2-hand and mellee weapon results. I think it would work well for an usagi world campaign.
I recommend any/all of their books (www.palladiumbooks.com) for interested folk. They have a really good robotech line (sorry, off-topic, but another comic heritage from nearly the same time period as usagi's rise to fame).
