I recently acquired this sketch, but I was wondering what the tagline was in reference to as I've not heard of it before...

I have no idea. I was doing a lot of those freebie drawings back then. Many were with weird dedications.

My guess is that it was a comic shop somewhere that got the sketch to promote the upcoming series from Fantagraphics (which started in 1987).
Usagi Yojimbo Stan Sakai original drawing SIGNED 1986

This is an original convention sketch of Usagi Yojimbo by Stan Sakai, signed by him, from 1986. It's a convention sketch, drawn in pen on a backing board (10.5 x 7"). Some sort of promo, saying Usagi Yojimbo #1 is coming to the SUB in April. The series only started in 1984, so this is VERY rare and early artwork, a real collector's item.
