"Swing You Sinners!" by David Fleischer (Like a lot of the Fleischer Popeye cartoons, I suspect that this is a case where one of the people listed as an animator is the real director and that Fleischer was just sort of a supervisor. Anyone happen to know?)

What about Tim Burton's "Nightmare before Christmas"? I think it's fitting both seasons.....and it's funny while still suitable for children (but not the ones who believe in Santa Claus, I'm afraid)

I can only talk about Germany, where Halloween is not a major issue; few kids dress up and go around for "Trick or treat" and I don't think they are greeted with much enthusiasm.
Here. it's mainly a commercial thing, but it seems to replace our more traditional "St. Martins-Singen" (in memory of St. Martin who is said to have shared his coat with a poor man) as one of the recognized days of celebration in Autumn.

Unfortunately St Nicolas has quite disapperared too (it was an "alternative of christmas" in the north and east of France), the classical day of the dead when you must go to the graves of the family too(1st november) is not so important too, and the day where everyone disguise "Mardi Gras" is almost not celebrated anymore...
